Rangers are the elite troops of the NCR. Mixing snipers with line troopers and veterans, they are one of the most effective tools in the NCR arsenal, capable fighters able to hold their own. The Mojave wasteland stretches from New California Territory to the contested Hoover Dam, containing all sorts of treasures for the bold and dangers for the unwary. For those who come out on tip there is glory or territory to be gained; the unlucky join the desert sands of feed the geckos.

The Brotherhood of Steel make good use of the Vertibird, using it to fly in troops and supplies to advanced positions and to reinforce flashpoints mid battle. Unfortunately, the advanced firepower of the factions that fight to control the wasteland sometimes find a weakness in these aircraft, leading a to a number of scattered wrecks dotting the landscape. Scavengers might find ammo and weapons in the burning wreckage, or even a suit of Power Armour, just make sure its previous owner isn’t still in it before attempting salvage.

The New Californian Republic rose from the ashes of the great war to rebuild and rejuvenate swathes of what as the western united states. Starting from a small trading town, it expanded and grew, and now covers tracts of land all the way up to New Vegas and the Hoover Dam. Their aims are to build and protect, but not all believe in this new system or it’s protectors.

Enclave soldiers in the field are equipped with some of the best armour on offer anywhere in the wasteland. The power armour type is rightly known as 'Black Devil' armour for the paint colour, semi-horned helmets, and savage actions of its wearers. Armed with high powered energy weapons, the soldiers of the Enclave march to war with righteous fury in their hearts to reclaim what they see as their birthright.

The Enclave often field mission specialists sporting advanced power armor variants. The Tesla variant power armor offers improved energy damage output routed through the attraction coils mounted on its shoulders. This can then be channeled into their weaponry to devastating effect.

Tesla soldiers are therefore deployed to take down large, heavily armored enemies with overcharged plasma and searing bolts of laser fire. They are the spear tip in any engagement, ready to slice the heart out of any resistance Enclave forces may face.

Frank Horrigan it the ultimate foot soldier for the Enclave–though ‘walking tank’ might be a better description. Starting as an unstable soldier deployed in the ruins of California, he quickly became known as a brutal instrument of murderous efficiency. While on a mission to the Mariposa Military Base he was exposed to FEV, beginning his mutation. He was experimented on still further by Enclave scientists to exacerbate his aggression, size, and strength, to the point where he could decapitate a deathclaw with one blow and put his first through the combat-armored chest of a Brotherhood of Steel knight. Horrigan’s size and strength are not coupled with strong will or sense of self. Repeated conditioning made him utterly loyal to the Enclave and its president, willing to deal out casual violence with no thought and return to his masters for the next mission. His limited conversation and rigid loyalty to the cause make him a fearsome adversary; few stand against him and live to tell the tale.

Most colonies in nature have a central queen figure, something that creates new members and must be protected at all costs. The mutated mirelurks are no different – except their queen needs little protection from the colony. Mirelurk queens are towering monstrosities. They drag themselves from their nests when the colony is under serious threat, huge dripping hulks made of pincers, claws and teeth. They dwarf even Super Mutant Behemoths, and are easily their equal in ferocity and speed. Experience has shown that taking down a mirelurk queen requires a small army or very highly skilled individuals. This is not just because of their size and physical power, but also because of the multiple tricks they have in store for the unwary. Oozing spouts allow them to spit and spray plums of caustic acid over a large area, eating into armor and liquifying exposed flesh. On top of this mirelurk queens can rapidly gestate and birth wave upon wave of mirelurk hatchings. While they take some time to grow into full adult mirelurks, even as newly hatched swarms they are dangerous, rapidly overpowering the foe while their mother advances to feed.

Protected from the worse ravages of the war, the Enclave began to plan the re-colonisation of the USA. Years of study has allowed top scientists to perfect weapons and armour technology, as well as training troops from a young age to an almost fanatical level. In combination with isolated living conditions, the Enclave has evolved to see themselves as the true and only heirs to America; above and better than all others, mutants and wastelanders alike. Their plans stretch from annihilation of all non-enclave life to systematic conquest of all that remains of the old world, ‘purifying’ it to their own narrow standards.

Enclave forces are necessarily small but elite, employing sophisticated technology and highly trained soldiers. They break into assault and infiltration teams; special operations forces that further the Enclave’s interests as a scalpel or hammer, depending on orders. The officers are flanked by heavily armed and power armored soldiers who have trained from a young age to wear their rigs. Often painted black to be even more intimidating, their enhanced protection also sports stylised horned helmets, leading it to be called ‘black devil’ power armour. Together with experimental energy weapons, they make for fearsome opponents in conflict.

The last but most potent members of an assault team are the Tesla Troopers. These electrically-charged fiends blast, zap, burn and liquify any opponents with high-powered energy weapons, carving a path into any foe they come across. Their specially adapted power armour re-energises their guns, increasing their overall damage and rate of fire while reducing the time between reloads.

Ruthless and aggressive, gangs of Raiders can be found across the Wasteland scavenging and stealing to survive. Lead by the strongest and most cunning among them, Veteran Raiders have often managed to piece together rusting suits of scrap Power Armour. Raiders bring a mix of cheap and somewhat disposable troops armed with basic scrap ranged weapons and blades. Chem crazed Psychos race to close with the enemy and tear them apart in melee, or else send their foes reeling with grenades. Meanwhile the savvy Scavvers hang back and pick off chosen targets with accurate rifle fire.
